Report Shows China's Manufacturing Digital Transformation Enters Mass Adoption Phase

The "Manufacturing Digital Transformation Development Report (2025)" recently released by the China Academy of Information and Communications Technology (CAICT) shows that the coverage of China's manufacturing digital transformation has expanded significantly, entering a stage of mass adoption. As of December 2025, the proportion of industrial enterprises above designated size in China that have carried out digital transformation reached 89.6%, and the penetration rate of digital equipment reached 57.7%.

Jiao Beibei, an engineer at the Institute of Information and Industrialization Integration of CAICT, said that against the backdrop of the accelerating global technological revolution and industrial change, as well as the deep adjustment of the industrial landscape, the digital transformation of manufacturing is the key engine for improving efficiency, enhancing resilience, and achieving green and low-carbon development.

The report shows that in recent years, China's policy system for promoting manufacturing digital transformation has been continuously improved, the degree of application has continued to deepen, the level of supply has significantly increased, the basic support has been continuously consolidated, and the overall pace has been accelerating. According to data from the comprehensive information service platform for manufacturing digital transformation of the Ministry of Industry and Information Technology, as of December 2025, the digital transformation of key industries has formed a tiered pattern. Among them, the automotive, shipbuilding, and electronic information manufacturing industries have the highest proportion of enterprises carrying out digital transformation, reaching 94.4%, 94.2%, and 93.9% respectively.

The report points out that China's manufacturing digital transformation has gone through the stages of foundation building and pilot programs, and is now entering the "deep water zone" of mass adoption. Relevant parties should focus on the needs of enterprise development and industrial transformation, collaboratively promote scenario cultivation, demonstration of transformation, and promotion of applications. They should continuously strengthen the support of technology, standards, infrastructure, and security, coordinate various policy resources, and accelerate the large-scale popularization of digital technology and the exploratory application of intelligent technology.
